Social Problem targeted by policy/program

Use the typology discussed last night in assessing a policy/program.
I. Social Problem targeted by policy/program A. History of Problem B. Population that suffers due to problem II. Groups Targeted A. Population intended to benefit from policy/program B. Focus of Change (what change is intended) C. Change Agents (Who will bring about change?) III. Funding A. Who pays for implementation of policy (e.g. taxes, fees etc.) B. Who receives benefits and how are benefits distributed (checks, vouchers, cards etc.) IV. Unintended Consequences of policy/program A. Who are unintended beneficiaries of policy/program? B. How do they benefit? C. In what ways does policy fail to help those who it is meant to help
I want you to choose one of the following three policy/programs and use the above typology to assess it. You should be comprehensive in describing the history of the social problem that brought about policy and how people suffered because of the problem.
THREE CHOICES: 1. Food Stamps (Before Snap) 2. TANF 3. CHIPS (Child Health Program)
